Ward 1 Councilman Ashby Foote (pictured) said he is uncomfortable with the city council taking up a resolution against high-speed chases, which he believes is designed to provide political cover for Ward 3 Councilman Kenneth Stokes, whose controversial statements sparked a firestorm.
