I have trouble just getting through the first "Goal" set by the Mayor's team. Under Priority 1 / Goal 1 they state: To reduce crime by adopting the philosophy of extended community-centered policing and community service The 1st Step in doing this is: Restructure and train the police department to accommodate community centered policing and community building (October 2006) OK, first of all, the Mayor and Chief "restructured" the police department just over a year ago. The results have been horrendous and statistically getting worst! So, now they are going to "RE-restructure" the department in an effort to help fight crime. Moral is already down and that extends to all of Jackson's First Responder groups. A bunch of crap is all this is! This is why I have refrained from commenting on the City's Plan. I could go through it, point by point, and either show that the City "HAD" been doing that successfully before Melton or that he (and the planner...lol) are clearly clueless when it comes to government management! Oh yeah, and now that October is coming to a close, I guess we need to see how well the City has progresses on some of the stated goals in this Plan. How is the Police Department Restructuring and Community Training going? I counted 40 individual "steps" they say should be done in October. O RLY!? They have 5 days to announce how well they are reaching their goals. Not like the City Council is going to check up on the progress.

"Sketchy" is right. Also, this plan doesn't seem to have much in the way of vision. There's lots of maintainence stuff, tweaks and such, but not a lot of ideas about what kind of Jackson the authors want to see. Contrast this with the Comprehensive Plan, that this administration shelved almost immediately after taking office, that spelled out specific plans on revitalizing specific neighborhods.

Good to see you back, Mark. I get the feeling Melton isn't really into revitalizing specific neighborhoods. He's into revitalizing general neighborhoods, which don't exist, by spouting meaningless Kim Jong-il platitudes like "City of Grace and Benevolence." Cheers, TH
