MEMA Shelter Update
PEARL—Public shelters will begin opening as Tropical Storm Isaac continues its move toward the Gulf Coast.
MEMA Executive Director Robert Latham urges residents to finalize their evacuation plans, as coastal Mississippi could see tropical storm force winds beginning Monday night or early Tuesday morning.
“Residents should finalize evacuation plans now and should not wait until the last minute,” MEMA Executive Director Robert Latham said. “Even though Isaac has tracked slightly to the west, Mississippi will still see impacts. We have a good chance of seeing high winds, very heavy rains and significant storm surge. Anyone who lives in a low-lying area should make plans to move to a safer area. Most importantly, heed all evacuation requests and orders as soon as they are issued.”
Latham also urges residents to stay with friends and family when possible, leaving public shelters available to those who have no other place to go.

Jackson County declares Local Emergency Sand bags now available, Harbor Access Limited, shelter sites announced
The Jackson County Board of Supervisors proclaimed a “Declaration of Local Emergency” today in advance of Tropical Storm Isaac. A Hurricane Warning is now in effect for Jackson County. National Weather Service forecasters are predicting drenching rains as this system moves ashore. The first tropical storm force winds are expected to be felt around midnight on Monday, if not earlier. Jackson County Emergency Management Director Donald Langham is asking residents living in low-lying and flood prone areas to evacuate those areas before the onset of tropical storm winds that are expected around midnight. Weather will begin to deteriorate quickly at that point. Citizens should finalize all of there pre-storm preparations and stay-tuned to local weather stations

· Small Craft Harbor: The Harbor Master is limiting access to the Small Craft Harbor in Ocean Springs. The Harbor is closed to all “transient vessels” until the threat of tropical weather subsides. All current boat owners with valid “Slip Lease Agreements” can continue to dock their boats and “come-and-go” in the Harbor. MORE must be tied down securely. UPDATED - Garbage/Debris Pick Up: Residents in unincorporated areas of Jackson County are being asked not to place any debris or garbage cans at the side of the road for pick up. Crews are only running regular schedules on Monday as the weather permits. No additional debris will be picked up. If residents have debris at the side of the road currently they are being asked to remove it or take it to the Seaman Road Landfill. The Landfill will be open until 6 p.m. on Monday. · NEW - Evacuations: The Jackson County Board of Supervisors is calling for mandatory evacuations for anyone south of Highway 90 and all other low-lying and flood prone areas throughout the county. This includes residents along rivers, tributaries, flood-prone areas, as well as those living in mobile homes, recreational vehicles, and housing that could be considered unstable. Those residents that experienced flooding during Hurricane Katrina should evaluate what the effects of the possible 8-12 foot tidal surge would have to their property and make an informed decision with regard to evacuation. Moss Point - Officials from the City of Moss Point recommend that residents in East Moss Point (Kreole Area), Rose Drive, and along portions of River Road heed the recommendations for evacuation. · SHELTERS:
Emergency Shelters - The County and American Red Cross are opening 3 Emergency Shelters at 4 p.m. Monday afternoon. Residents going to a shelter should bring medication, sleeping gear, a change of clothes, snacks and all needs for children. MORE: NEW - Transportation to Shelters – Transportation is available to Jackson County residents who are unable to make their own arrangements. Transportation will be available until 10 p.m. tonight. After that time all transportation requests must be made through your local law enforcement agency.
Pet Sheltering - Animals are not allowed at the emergency shelters. However, residents who will be utilizing the emergency shelters and have pets have an option. Animal Shelter staff will be available at each site to take pets to a designated pet shelter site in Vancleave on Tuesday, August 28th. Residents who want to do this should be prepared to sign their animals over to the staff. They do not need to bring food, but can if the pet is on a special diet. Residents will also need to pick them up once they leave the emergency shelter. This service is only for residents staying in the emergency shelters listed above. No drop offs will be accepted. In addition, the County’s Animal Shelter will not be accepting owner surrenders or strays at this time either.
All Jackson County offices will be closed on Tuesday, August 28th and Wednesday, August 29th. Offices will be open again on Thursday, August 30th.
All official County announcements and news releases will come from the County’s Emergency Management Office and/or Public Information Office. All pre-storm updates will also be posted on the County’s website for verification. The Greater Jackson Chamber Partnership is participating in sharing information with state agencies and chambers throughout the state on needs and concerns of people in the anticipated impact areas of Tropical Storm Isaac.
MEMA representative stated that the track is still uncertain but appears to be passing on the west placing Mississippi on the worst side of the storm. More information will be passed on tomorrow concerning details of the track of the tropical storm. Please go to www.nhc.noaa.gov for updates.

United Way of the Capital Area’s health and human services call center is now activated to handle calls concerning Tropical Storm Isaac. As MEMA’s official public information call center during national disaster, 2-1-1 Mississippi is prepared to answer thousands of calls from people seeking shelter, supplies, medicine, or any other help as Isaac approaches.
United Way’s 2-1-1 is a statewide call service for health and human service needs. It is active at all times of the year, but during times of natural disaster, 2-1-1 partners with MEMA to help reduce their call volume and free them up for other duties. During Hurricane Gustav, United Way’s 2-1-1 call center handled more than 10,000 calls from people throughout the Southeast who were in Mississippi seeking shelter or other help.
This year, United Way is even better prepared to help facilitate a large call volume thanks to the donation of 2 Smart Boards from Detel. Smart Boards will allow 2-1-1 staff to quickly update information such as shelter openings and closings, road and bridge closings, special needs assistance, prescription drug help, and more to call specialists.

MDES Closes Coastal County WIN Job Centers Ahead of Storm
Jackson – The Mississippi Department of Employment Security (MDES) announced today the closure of four WIN Job Centers due to bad weather.
WIN Job Center locations in Harrison, Hancock, Pearl River and Jackson County are closing early today and will remain closed until further notice. Closing the coastal county WIN Job Centers early allows agency staff to prepare their families and property ahead of Hurricane Isaac.
Customers may use the agency website at mdes.ms.gov to file for unemployment benefits or access many of the services provided by the WIN Job Centers.

WASHINGTON, D.C.—The U.S. Chamber of Commerce Business Civic Leadership Center (BCLC) today announced that its National Disaster Help Desk for Business is activated in advance of Tropical Storm Isaac’s potential landfall this week in the southeastern United States. The Help Desk, made possible by the Office Depot Foundation, is a tool for fast and reliable information that will help small business and local chambers of commerce access the suite of relief and recovery resources available to them as they prepare for and cope with damage from the storm.
“Small businesses are particularly vulnerable in times of natural disasters,” says U.S. Chamber BCLC senior disaster manager Gerald McSwiggan. “Every business owner can take very simple steps to help avoid loss, damage, or disruption caused by the storm, and the Help Desk can help you prepare and recover.”
The U.S. Chamber BCLC encourages every company and chamber of commerce that is located in the Southeast United States to consider Tropical Storm Isaac a potentially serious threat, and to prepare accordingly.
Statistics show that one in four small businesses will experience a disruptive natural disaster and, of those, 43% won’t recover. Pearl – State and county emergency management officials are prepositioning supplies to help Gulf Coast residents as Tropical Storm Isaac moves closer to the state.
The National Guard has activated 1,500 guardsmen.
The state delivered 84,000 sandbags to Southern Mississippi counties and has 20,000 sandbags ready to be distributed as needed. Sandbags requested include: · 30,000 by Jackson County. · 3,000 by Forrest County. · 5,000 by Lamar County.
Other items ready to be distributed after Tropical Storm Isaac hits:
· Five trucks of water were delivered. · 20 trucks of water are order. · 400 tarps delivered to Wilkinson County. · 100 tarps delivered to Lamar County. · 100 tarps delivered to Forrest County. · 42 cots delivered to Pearl River County. · 84 cots delivered to Forrest County. · Three generators requested by Wilkinson County. · One generator requested by Harrison County. · No ice has been requested as this time.

The offices of the Mississippi Chapter of the Alzheimer’s Association have taken steps to prepare for Tropical Storm Isaac and encourage individuals in potential affected areas to be prepared. For people with memory loss, a disruption like this can be tremendously stressful and confusing and can overload the mental ability of the person to act rationally. The Alzheimer’s Association has a variety of resources to provide education and assistance. Further information can be found on the Alzheimer’s Association Web site at www.alz.org.
After Hurricane Katrina, many people with dementia were displaced because they had no identification on them. The Alzheimer’s Association encourages enrollment in MedicAlert® + Alzheimer’s Association Safe Return® by calling the toll free number at 1-888-572-8566. Persons can be enrolled immediately and given a number for identification. Those who are already enrolled should be sure that their information is current.
Persons who have a family member in a long-term care facility should contact that facility and ask for information on its disaster and evacuation plan. Details about where the facility plans to take the residents and what type of identification the loved one will have on them should be obtained.

Hurricane Isaac Causes Widespread Power Outages in Mississippi
Jackson, MS— Utility companies in Mississippi are reporting 24,400 homes are without power as Hurricane Isaac slowly moved through the state.
Utility crews from Mississippi and other states are working to restore electricity to homes across south Mississippi.
As of 11 a.m., the following utility providers reported outages: Electric Power Associations of Mississippi has 15,300 customers without power. Mississippi Power has 7,600 customers without power. Entergy has 1,500 customers without power.

City Assisting Hinds County’s Sandbag Effort
The City of Jackson is pleased to cooperate with Hinds County in its efforts to make sandbags available to citizens. The City of Jackson is providing sand to the County.
The Sheriff’s Department is providing inmates to bag the sand and the distribution of the sandbags will be coordinated by the Hinds County EOC. Residents may call the Hinds County EOC at 601.960.1476.
“We commend Hinds County for this initiative and we are pleased we are able to provide material for this effort,” said Mayor Harvey Johnson, Jr.
