This just reported by Donna from district attorney Faye Peterson's press conference:
Mayor Melton has been indicted on three counts brought by the D.A's office: house burglary, conspiracy and contributing to the delinquency of a minor. (Those are the initial descriptions...we'll update those as soon as possible.)
He was also indicted on a felony weapons charge for carrying a weapon at Mississippi College, and misdemeanor weapons charges for carrying a firearm into St. Andrew's Cathedral and into a public park. Those charges were brought by the Attorney General.
Melton posted $50,000 bond and was released, but with two significant restrictions...while out on bond, he is forbidden to carry a firearm, and he cannot supervise chidlren under the age of 17.
Update #1: Here are the charges as explained by the D.A's press conference:
Melton, Recio and Wright are jointly charged with five counts: Felony Malicious Mischief, House Burglary, Conspiracy to Commit Felony Malicious Mischief, Conspiracy to Commit House Burglary, Directing or Causing a Minor to Commit a Felony
The AG got two indictments: Felony Carrying a Firearm on School Property (Mississippi College in Feb. 2006), two misdemeanor counts of carrying a concealed weapon (Jaycee Park, June 16, 2006 & St. Andrews Episcopal Church on June 13, 2006).
Update #2: Addition info regarding the stipulations for Melton's bond:
- Cannot supervise any minor under 17 who is not related to him by blood or marriage.
- Cannot use a law enforcement vehicle or other equipment.
- Cannot leave the country.
- Cannot take drugs or use alcohol.

I have no idea if he is or not, but wondered what the procedure is if an elected official - in this case the Mayor - left for some extended leave [previously written as rehab or something] - who would be in charge? I really want to know what would happen if an elected official - in this case the Mayor - left, but did not resign. If he resigns I saw the post from Sarah on succession. What's the procedure if the leave is extended but is not the result of resignation or termination? Would the CEO - former Mayor Robert Walker - take the lead?

Quick question, was Frank carrying a gun when he destroyed the house? Because according to 97-37-37 of the MS Annotated Code, if Frank is convicted of one or more of the felonies listed, any potential sentence would most likely be increased, due to the use of a firearm in the commision of a crime. "I KNOW this is off the subject, so please forgive, but what DID happen Frank's nose??" --- JAR JAR, I was told by a local news photographer that Frank was KNOCKED COLD by a big ole' mean (AND I MEAN BIG) White guy he was in the process of arresting. This happened during his short stint with MBN. The guy being arrested was already angry, and Frank was yelling in his face. The guy, not yet hand-cuffed, KNOCKED FRANK COLD! He hit him so hard that Frank fell face first, or should I say nose first, striking the pavement with his nose. Those on the scene had to revive him. He also had to receive medical treatment for the injury. It took some time for that nose to heal, but as you can see, it left a prominent scar. I know this sounds unbelievable and like a joke, but it's not. It's true.

This is scary Ray. Maybe FM really didn't know he was doing wrong, because nobody (those who were responsible for stopping him) stopped him. I think whomever these folks may be need to be held accountable too. What kind of friend are you if you watch someone you supposedly care about self-destruct? Mr. Melton has helped numerous kids in that house do better things with their lives sending them to college cleaning them up and giving them responsiblity his heart is in the right place all you know is what you hear or see becuase thats all you understand you dont see a man trying to change what is torn down you live in a city where you have murders and crime like a city that is populated by millions there is nothing for the youth to do but get into trouble and mischef why dont you see that last time i checked when has tearing down a drug house such a bad things extreme situations call for extreme measures

Texan, If it was a drug house, why were no drugs found in the house? Why has Evans Welch never once been charged with posession with intent to distribute? More to the point, even you have to know that it was a horrible mistake for Mr. Melton to bring underage people onto the Mobile Command Center with him. That's what led to the directing a minor to cause a felony charge, and that, in turn, is why Mr. Melton is no longer allowed to hang out with teenagers unrelated to him by blood or marriage. However much you admire him, you have to realize that that was a horrible lapse in judgment. Can you accept that he made a mistake in that regard?

Texan, do a little research. I have been an apathetic citizen, thinking that 'the system' in general, was too corrupt to take on, but I've changed my mind...in a big way. I know that you're not apathetic, but check out a little research that I've uncovered recently..somethings that I should have been aware of long ago: "Rumors and Allegations In the interviews, Melton brings up accusations brought against him by former Police Chief Jimmy Wilson of sexual molestation and possibly murder of two young men. Melton first mentioned these allegations to the JFP in March 2005, saying that that are the source of rumors about him in the community. In 1993, after allegations of corruption and rape at the Hinds County Juvenile Detention Center emerged, Wilson appointed investigators to look into the allegations. Soon after, he started urging the FBI to join in the investigation because, he said then, “prominent” people in the community were involved. On Aug. 23, 1993, Wilson wrote a letter to local FBI Agent Joseph J. Jackson, urging him to investigate the allegations. In a five-page report attached to the letter, Wilson detailed the investigation, which among other accusations, discussed then-Detention Center Manager Frank Bluntson’s “administrative violations,” sexual harassment allegations, sexual abuse of minors in the center and a bribery scheme. During the controversy, Bluntson made a deal with then-District Attorney Ed Peters not to be prosecuted if he would resign—and then went to work for Peters as an investigator. Wilson also alleges that young boys “complained they were sexually molested by Melton after they were placed in his custody by youth court judges and Bluntson,” adding, “Melton was not a certified foster parent.” He also said that two of the young men had been killed. Those two young men are Robert Shepherd and Joseph Staffney, both of whom Melton discusses in this interview. Agent Jackson soon resigned and went to work for Melton at WLBT as his No. 2 man. After the report was mailed to media outlets in a plain brown envelope, Melton told The Clarion-Ledger that he would hire the highest-paid lawyer in America to sue anyone who disseminated the allegations. They soon disappeared from local news reports, although Pulitzer Prize-winning reporter Jim Mulvaney, then of Newsday, investigated the story in 1994, finding no resolution one way or the other." Texan, I'm sure you believe that your stance is true. So do a lot of people. But, look at the facts. This issue, particularly about Melton's involvement with children, is so important. Don't just listen to a bunch of Melton rhetoric. Do the research, and see for yourself.

I find it very interesting that the best that Melton's supporters can come up with is: 1. This is all a huge over reaction to some bad judgment by Melton. 2. This is all just politically motivated. 3. That the Grand Jury was convened 'too quickly.' There really doesn't seem to be much substantive opposition here. I haven't seen any one (at least anyone with a shred of credibility) deny that Melton's been out knocking down houses and such. Does anyone know of any new quotes from Mark McCreery/Safe City? Has he redeemed himself in any way, or is he still blindly supporting Melton? On another blog, there were questions about why the police/DA/AG/Sherriff weren't going after people committing "property crimes and violent crimes," instead of persecuting poor Frank. To which the obvious answer is, "Duh. He's committing both property and violent crimes. What's the problem?".

Folks, I keep getting all this new information. Yesterday I heard that when JPD came to pick up the mobile command Frank was seen muttering or babbling confusing words as if he were talking to the rv. One city personnel got close enough and thought he heard Frank saying "Don't leave me this way." Anyway, here is the song: Um-hm-hm... aah ah ah... Don't leave me this way, I can't survive, I can't stay alive, without your love, ooohhh, wee, bady, don't leave me this way. No I can't exist, I'll surely miss your tender kiss. Thanks Ray for the humor. This mess is sickening. I am glad FM got indited also his bodyguards. Now we have to wait for him to resign before this city can began to heal. 14 months is a long time to recover from especially when this mess went nation-wide. I believe now we are going to hear spin like never before and excuses galore. For those who love Jackson like I do lets start doing whatever we can to speed the heeling process. Yes, jada, I am full of ideas. One, people of goodwill must continue to speak positive, to buy Jackson, and to not allow any spin-doctors to remain unchallenged. Two, take good long looks at who the future Mayor should be. Who will be their right-hand people, who will be Police Chief, who will be Fire Chief, and other Department Heads? Three, How do they plan to address money issues within the city. Will they rehire or find new grant writers? Who will lobby in Washington and who will lobby in Mississippi. Four, Will they be open with us and with the press? When they speak for several minutes, do you believe them? Five, Will they try to work well with the council, with the county and with the surrounding metro cities? Six, Will they restore professionalism from the top to the bottom? Seven, Will they make sure Jackson companies, both white and black, participate in the City's contracts? Eight, Do they go to a local church and how long have they been members? Are they in a seemingly healthy longterm marriage? Are they family men/women? Do they vote? Educational background? Etc. Nine, What is their plan for Jackson's recovery both financially and in more intangeable ways such as image? Ten, Do they seem to have enough stamina for the grueling job ahead? We cannot make another mis-step. We need someone the Press can tolerate, who communicates well with us, and who will make wise decisions. We need someone who will make us Proud Once Again!

All good points Ray. I am a Harvey Johnson supporter. IMO we need someone familiar with this city and its working who can hit the job without a learning curve. We gave this fool 14 months and look what happened. After harvey finishes FM term I am for looking at someone else provided they have "paid their dues" I don't believe in change just for the sake of change. Those people who do might want to look back in history and see what happened when people chose someone new just for the sake of change.

For showing me who your are let me give you a hint how do you think i know so much about what goes in that house why do you htink I have such admiration for Mr.Melton let me give you a hint you people better be glad Im not living in Mississippi and I'm school trying to get my education in Texas so maybe you can figure out from that why im so agitated by people's willingness to jump on the band wagon we leave in a very judgemental is what the people of jackson have taught me watch what happens when your city loses a warrior that city will be filled with crime and drugs who will you call then ghostbusters better yet you people will probably get on the computer and just talk about it.

Texan, I'm not interested in judging Melton. I gave him the benefit of the doubt for an awfully long time. But I want to see him resign, and soon, for both his own good and the good of the city. The current situation doesn't help the city or its mayor. Cheers, TH

Morning everyone. As I got in this morning, Taylor (the sledgehammering juvenile) had called my office complaining that no one is telling his side of the story. He went on to say these thing about Frank, Receio and Wright: I was a lonely man, an man with no direction, no purpose, with no one to love and no one to love me, for me. Aw girl then Frank, Receio and Wright came into my life. They made my jagged edges smooth, and my directions so clear, and they became my purpose and my reason for living. They became my heart, my soul, my stone inspiration, baby. But then Frank told me to take this sledgehammer and tear up Welch's house. I didn't want to do it. But I had been out there searching so very long, searching for someone just like them. For some folks this takes a lifetime, to find in in this world a dream come true. I did it all "just to be close" to Frank Receio and Wright. Just for the moment, just for the hour. Yeah, yeah, yeah, yeah. Uuuh, uuuh, wee, baby, just to be close to you. Yeah, yeah, yeah, yeah.

Folks I just had my phone turned off. Melton, Receio, Wright and Taylor are killing me. All three were togather recently and they told me this: 3 days ago I was happy as a lark, but now I go for walks, to the movie - maybe the park. And I have a seat on the same old bench to watch the children play. You know tomorrow is their future, but for me it's just another day. They all gather around me, and they seem to know my name, we laugh, tell a few jokes, but it still doesn't ease my pain. I know I can't hide from memory, though day after day I try. I keep saying she'll be back, But tdday again I lie. I see her face every where I go, on the streets, and even at the picture show. Have you seen her? Tell me, have you seen her? Have you seen the mobile command? Why, oh why, did she have to go away and leave me like this. I've been used to having someone to lean on, and ride in. And I'm lost. Baby, I'm lost. Aaah Yeah, mobile command. People talk about this mayor situation, about how bad they think it is, and about whether I'm doing my job, and all that kind of stuff. But it's you baby, and only you, baby (mobile command), that I miss and care about. Has anybody out there seen her yet? Tell me have you seen her? Now, I'm a lonely man with no direction. No purpose. I saw Frank and Receio on the WJTV news at noon. Both smiled and seemed to be doing fine. I'm glad about that despite all the jokes misguided people are making. Frank even said he had a city to run. Doesn't the Receio and Melton combo reminds y'all of the James Brown and Maceo Parker duo? Whenever James Brown wanted some boogie-nosed funk he would call on Maceo who would then throw in outhouse saxophone funk. Some of you no doubt would be happy to know this is my last comment on this. Anyway, clearly Frank and team are recovering to some extent. Now, I'm hearing a different kind of tune. Check it out: I can remember planning, and building my whole world around you. And I remember hoping that you and I would make it through, but something went wrong. The love I lost was a sweet love, and a complete love. And I'll "never love again." You looked inside my fantasies and made each one come true. Something no one else had ever found a way to do.
